To All;
The renewal of PHRF Ratings takes place every April-May. The Rating
Renewal fee is $10 made payable to ECSA. The renewal fee applies to
all active PHRF racing boats. It does not apply to Rum Racers which
are shown on the PHRF Data Base.
If you entered the ECSA River Races and paid your annual fee the
PHRF Rating Fee is included. Hasty Miller has updated the
spreadsheet showing those who are paid up. This renewal fee can be
mailed to me or left for me at Melbourne Yacht Club.
If you recently applied for a rating (since January) you do not have
to pay the annual fee for this year. Please check the data base to
see if you are mark paid. If you are in doubt or your boat is not
listed please contact me and Hasty Miller.

EAST COAST SAILING ASSOCIATION August 18, 2008 MINUTESThe meeting was called to order at 6:00 PM. Attendees: · Jim Miller, Chairman · Jim Edwards, ECSA · Tom Knowlton, Eau Gallie Yacht Club · Jim Henry, MYC Guests : Numerous Guests including Gary Smith, Jerry Ross and Alan Jepson. The following action was taken by the Committee. 1. The PHRF Rating Committee took action on the application for the Catalina 27 owned by Gary Smith and Lachlan Smith. The boat is a standard rig Catalina 27. The boat is to be fitted with an inboard, however in the interim it will be sailed as an outboard model with the engine removed. Since the data base already had a Catalina 27 the base rating of 204 was assigned to this boat. There were a number of modifications to the boat which were disclosed to the Committee including extended mast crane, refairing of the rudder, new mast head crane/block. These items were not considered to alter the base rating. 2. The Committee also discussed the work on rating certificates and renewals for next year. Meeting was adjourned at 7:30PM.

The Committee was asked to consider the rating fee for 2008 which will be discussed more fully at the next meeting.
There was a brief discussion of the Rules of Sailing and how they relate to the PHRF Rules and One Design Class Rules.
EAST COAST SAILING ASSOCIATION PHRF COMMITTEE MEETING October 8, 2007 MINUTES

Guests Floyd Bryan, Phil Scalise, John Harrison 1. The PHRF Committee discussed the Melges 24 Rating, however no action was taken. It was noted that for ODR Classes such as the Melges 24 they must comply with all ODR requirements including weight limits. Further it was decided that this includes hiking guidelines of the ODR Class. 2. The C&C 115, Modified owned by Bob Scaringe was under appeal. The PHRF Committee took no action and therefore there is no change in the rating. 3. The PHRF Committee took up Crew/Weight Limits. It was decided that since other ODR Classes must comply with their weight limits while sailing in PHRF events that similar weight limits should be imposed for other PHRF Class Boats. These weight limits represent a modification to the PHRF Rule and become a part of each respective boat’s rating. The adopted weight limits follow:

4. The PHRF Spreadsheet and associated ratings were discussed. It was confirmed that boats carrying a pole penalty will have that penalty applied in their non-spinnaker rating.
PHRF COMMITTEE MEETING JULY 16, 2007 MINUTES
The meeting was called to order at 5:30 PM. Attendee · Jim Miller, Chairman · Hasty Miller, Chief Handicapper · Larry Ethridge, Melbourne Yacht Club · Tom Knowlton, Eau Gallie Yacht Club · Jim Yates, ECSA Guests : Jim Edwards, Floyd Bryan, Phil Spletter, Bob Hughes, Jim Lacy, Dave Noble, Rochelle Yates, John Tworkowski. The following action was taken by the Committee. 1. The PHRF Rating Committee reviewed the rating for the J-24 Modified owned by Dave Noble. As a result of that review including race results and modifications to the boat the Base Rating was reduced from 171 to 168. This rating is provisional and will be reviewed again after additional race results can be reviewed. 2. The PHRF Committee reviewed the PHRF Rating Credits. These include propeller adjustments, dacron sail adjustments, roller furling adjustments, etc. The Committee made a change to the Dacron Sail Adjustment as follows: Dacron Sail Adjustment

3. The PHRF Committee considered a recommendation to assign a Base Rating less 6 sec/mile for any class boat with reviewable modifications. The Committee rejected this proposal instead relying on the current policy of reviewing such applications and assigning an appropriate rating based on review by the Commitee.

The following action was taken by the Committee. 1. The PHRF Spreadsheet was discussed. A new spreadsheet is being finalized by Jim Yates and should be posted soon. 2. The J 24 rating was discussed. It was decided that the Base Boat Rating was fine as is but the J 24 sailed by Dave Noble would have to be reviewed based on stated modifications. 3. The request for review of the Laser 28 non-spinnaker rating was reviewed. Based on the adjustment using spinnaker girth no adjustment was warranted. Rating remains the same. 4. Art Ahrens appealed the PHRF credits contained in the current rule. Of most concern were the Dacron sail, roller furling and undersized headsail credits. A discussion followed with input from Jim Miller regarding their history and a similar presentation by Hasty Miller. The concern expressed was that such credits not be allowed at major regattas. Although no formal action was taken at the meeting the Committee will look at how the credits are assigned to make sure they are appropriate. 5. Larry Ethridge presented preliminary data on variable ratings. This data will be looked at again by the Committee to determine what factors are appropriate.
ECSA Rating Committee Meeting I The members of the PHRF Committee in attendance were introduced as follows:
II The PHRF Meeting centered around the items included in the Revised PHRF Policy which was available for review. These items included the following: 1. Mainsail Girth Measurements – There was some discussion of the mainsail girth measurements and some corrections made to the upper 7/8 girth measurement. 2. Removal of limitation on full battens 3. Spinnaker Adjustment 4. Genoa Adjustments 5. Mainsail adjustments 6. Whisker Pole Definition (same definition as spinnaker pole) 7. Modifications to the policy can be made at any regularly scheduled meeting The complete Policy is being reviewed and will be circulated to all and posted on the ECSA Web Site as soon as completed. III There was a general review of how modifications are handled by the PHRF Committee. Any modification to a boat must be reported to the PHRF Committee. Any such modifications not spelled out in the rule are circulated to the members of the PHRF Committee. Any member of the Committee may ask to have these items put on the agenda for further discussion. There was a request that these modification notifications be made available to the general membership. The PHRF Rating Committee agreed to continue the present policy as stated above. IV There was a discussion of the extension of the mast crane on the Wavelength 24 Whattaride. The extended mast crane was brought to the attention of the Rating Committee. After extensive discussion it was agreed that this modification did not incur a rating penalty. This was based on modifications to similar boats and the variance in the types of mast cranes on existing boats. It was agreed that the mast crane did not in itself incur a penalty since the main benefit was to increase main sail area which is limited by our current rule amendment on mainsail girths.

ECSA Rating Committee Meeting MEETING SUMMARY I The members of the PHRF Committee in attendance were introduced as follows: Jim Miller, Chairman Jim Edwards, Melbourne Yacht Club Michael Nulf, Indian River Yacht Club Jim Yates, ECSA Tom Knowlton, Eau Gallie Yacht ClubII There was continued discussion of the Multiple Rating System. This is also being developed by South Florida PHRF. Ratings will be adjusted for types of courses. ECSA will be running Olympic Triangle Courses so this is less of a problem immediately. III There was a brief discussion of the Catalina 22 Rating. It was concluded that the rating issued by PHRFSEF was correct and would have been the same in our area. They have requested a rating for their class sails only. IV There was a brief discussion of the Cirripedia Cup Rules. No changes were suggested and it would appear the rules will remain as currently printed. V There was discussion of the application of a variable Non-Spinnaker Rating. We reviewed the formula used by several PHRF Stations. The Committee concluded that this was a good idea but that more information was needed. We agreed to consider the data and vote by E-mail at a later date. Subsequent to the meeting Jim Yates did some additional searching and found that the areas using a sliding adjustment were using two basic formulas. The simplistic formula was easily understood but did not handle the Asymmetrical boats very well. A more complicated derivation of this formula did handle this issue. The two formulas were circulated for review with all agreeing on the more complicated formula. This will result in a modification to the PHRF Rules which will be forthcoming. The formula to be used is summarized as follows: Symmetrical Spinnakers: (0.028*(0.95*Square Root of (I squared + J squared))* J * (Buoy Rating + 546))/Rated Sail Area Asymmetrical Spinnakers: (0.028*(1.15*Square Root of (Ic squared + Jc squared))* Jc * (Buoy Rating + 546))/Rated Sail Area Where: Ic and Jc are the Spinnaker I and J. The resulting ratings were sent out for circulation and also reviewed at the ECSA River Race Kickoff Meeting on February 5, 2005. These will go into effect immediately. See here for the list Due to the fact that we are making changes to the Data Base it will require changes to the Certificates. We will not be issuing new certificates at this time. The Data Base on file and on the Web Site will represent the official source of all ratings. If in the future you require a Certificate we will issue you one.
