ECSA River Challenge Regatta, December 2005

MYC won the cup

MYC had a very strong team in this challenge, and the increased depth in several classes resulted in their triumphing again in a very light wind day.  The spinnaker fleets raced a full 12 miles, while the non-spinnaker fleet only did 10 miles.  At one point during the race, all boats were becalmed in glassy water with spinnakers drooping.  Rookey and Five Speed had a wisp of wind and pulled far ahead.

ECSA River Challenge Regatta, Nov 2004

MYC won the cup

IRYC raced 5 Melges against MYC's 3 Lindenberg 28's in the combined A/D class.  ECSA Could not field a team.  The M24 Mr. Hyde skippered by Ray Laguna bested Gary Smith in Five Speed by about 2:20.  But MYC made up for it in the B and C classes, with Larry Etheridge in Purrfect beating Alan Jepson in Lil Flash by about 2:30, and Hasty Miller on Skimmer beating Sneaker by a good amount.

IRYC won the cup

IRYC fielded a strong team with lots of depth.  MYC had plenty of depth in Spinnaker A, but was thin in all other classes, and it hurt them in the end.
 

ECSA River Challenge Regatta, Nov 2003

MYC won the cup 

MYC managed to hold onto the Cup that they won away from ECSA at the MYC Fall Regatta, though IRYC fielded a strong team, too. ECSA sailed one boat short, and therefore didn't really have much of a chance. Each club fielded at least one Melges 24, and only one Melges' score for each club was allowed in the scoring.

Cirripedia Cup Policy and Rules

Purpose: The Cirripedia (Barnacle) Cup is established to promote yacht racing among cruising yachts whose owners or skippers are members of the following sailing organizations:

East Coast Sailing Association (ECSA)
Eau Gallie Yacht Club (EGYC)
Indian River Yacht Club (IRYC)
Melbourne Yacht Club (MYC)
Titusville Yacht Club (TYC)

General Conditions: The Cirripedia Cup is a perpetual trophy which can be won and temporarily retained by one of the above organizations.  The organization having possession of the Cup shall retain it until losing it to another of the above organizations as a result of a challenge race, or the annual ECSA River Challenge Regatta.

The organization having possession of the Cup shall display it in a prominent location at their club.  If the ECSA holds the Cup, the Commodore will take custody of the Cup and shall display it at the regular monthly meetings.

Each organization which wins the Cup will have its initials (shown above), and the year it was won, engraved on the base of the Cup.  The engraving will be in capital letters, on quarter inch high and be of the same type face as those already affixed.

A suitable celebration and recognition ceremony will be held following the challenge race. The host organization will be responsible for the arrangements.

Challenges:  The current holder of the Cup may be challenged to defend the Cup as follows:

  1. Club to Club Challenge - Any of the above participating clubs may challenge the current holder of the Cup at any time. Once such a valid challenge is in process, no other club may issue a challenge until the challenge in process is resolved.
     
  2. Open Regatta Challenge - Each of the participating organizations shall declare each year one or more of its regattas as a Cirripedia Cup “Open Challenge Regatta”.  The declaration shall be made at the annual ECSA schedule coordination meeting.  The Open Challenge Regattas shall be listed in the ECSA Yearbook.
     
  3. Annual ECSA River Regatta - At the Annual ECSA River Challenge Regatta, the current holder of the Cup will defend the Cup against a challenge from any or all of the above participating organizations.

Challenge Races:

  1. A challenge race or regatta (2 or more races) normally shall not be less than twelve (12) nautical miles.  The course shall be set by the host club. A challenge race or regatta sailed on a shortened course for safety reasons shall be a valid challenge.
     
  2. A minimum of four yachts shall constitute a valid challenge or defense fleet.  Unless otherwise agreed to prior to racing, the four (4) yachts to be scored shall be selected as follows:

    a. The first boat scored from each Club shall be the best scoring boat from
         the “C” fleet (Displacement Hull, Non-Spinnaker).

    b. The second boat scored from each Club shall be the best scoring “B” fleet boat (Displacement Hull, Spinnaker).

    c. The third boat scored from each Club shall be the best scoring “A” fleet
         boat (Planing Hull, Spinnaker, J-24, L-28, L-24, etc.).

    d. The fourth boat scored from each Club shall be the best scoring sport boat  (Melges 24, Viper, etc.).

    e. If a boat from a particular division is not available, a boat from a lower ladder  rung may be substituted.  A “C” boat may always be substituted for any class  of boat missing from the Club’s roster. A “B” class boat may be substituted for  an “A” or sport boat, but not for a missing “C” class boat. An “A” class boat may be substituted for missing sport boat, but not for a missing “C” or “B” boat. A sport boat may not be substituted for any of the other classes of boats, unless mutually agreed by the challenging and defending clubs prior to racing.
     

  3. USSA Yacht Racing Rules, as amended by the host’s racing instructions, shall govern the challenge race or regatta. It is not the intent of the Cup competition to foster team racing. The USSA team racing rules shall not apply.
     
  4. A skipper with multiple affiliations, i.e., a member of more than one of the participating organizations, may sail for any organization to which he or she belongs, but is encouraged to sail in the Cup’s defense when his or her club holds the Cup.

Challenge Procedures:

  1. Notice of Challenge - A valid “Notice of Challenge” shall:

    a. Be signed by the challenging fleet captain.

    b. Be emailed or mailed to the postal address of the club holding the Cup,
       attention to the fleet captain.

    c. List the proposed challenging fleet, including the following:

    Each Skipper’s name

    Each Yacht’s name and type (model designation)

    Each Yacht’s rating as set forth on the yacht’s rating certificate
       as issued by the ECSA Rating Committee

    A final list of the challenging fleet will be presented on the day
    of the race, prior to the Skipper’s Meeting.
     

  2. Acknowledgement of a Challenge:

    a. Club to Club Challenge - The defending Club shall acknowledge the
         challenge within fourteen (14) days of receipt of the challenge. 
         The acknowledgement shall include:
     

    The date of receipt of the Challenge notice

    The fleet data called for in 1.c. above

    The date and location of the challenge race, which shall be not later
       than 45 days from the date of receipt of the challenge notice.

       If the race is cancelled on the race day at the discretion of the defender
       because of safety considerations, the race shall be re-scheduled within
       30 days.

       If the acknowledgement of the challenge is not issued within fourteen (14)  days of receipt of the challenge notice, or the challenge race is not sailed  within the time limits specified above, the defending organization shall forfeit the Cup to the challenging organization.

       A final list of the defending fleet shall be presented on the day of the race
       before the Skipper’s Meeting.

    b. Open Challenge Regatta - At the Skipper’s Meeting, the defending club shall furnish all challengers with the fleet data called for in 1.c. above. All challengers shall make available to the defender and to all other challengers, the required updated fleet data.

    At an “Open Challenge Regatta” of the Club that possesses the Cirripedia Cup, any other Yacht Club may challenge at the Skipper’s Meeting, but must at that time provide a list of the challenge fleet, including skipper’s names, yachts, and ratings.

    If the Cup is in the possession of a Club other than the Host Club of the “Open Challenge Regatta”, the Club in possession of the Cup is not obligated to defend at that “Open Challenge Regatta”.  The Club in possession of the Cup may elect to accept an invitation, but is not obligated.

    If a designated Open Challenge Regatta is cancelled or abandoned at the discretion of the defending club, based on safety considerations, all challenges are null and void.

    c. ECSA Annual River Regatta – Seven (7) days before the race date, the defender and all challengers shall mail to the ECSA race chairman the data required per 1.c. above.

    The ECSA Race Chairman shall provide a summary of the foregoing data to the fleet captain of the defender and all challengers.

    Yachts registered after the seven (7) day deadline will be eligible to participate in the defense or challenge as add-ons to the named team of four (4) or more.

    If the annual ECSA River Challenge is cancelled or abandoned at the discretion of the race chairman because of safety considerations, all challenges are null and void.

Determination of the Winning Organization:

Corrected times for each yacht competing in a challenge will be computed using the correct ECSA Rating Committee system.  The sum of corrected times for the lowest scoring boats from each of the four (4) fleet types will be computed.  The Organization having the lowest corrected sum shall be declared the winner.

Yachts registered in the challenge fleet, not finishing (DNF) will be given a corrected time equal to the corrected time of the last yacht competing for the Cup which does finish, plus one minute.

A yacht which is disqualified will be given a corrected time of the last competing yacht which finished, plus two minutes.

Eligibility:

To be eligible to participate in the defense or challenge of the Cup, a yacht must be owned wholly or in part by a member of the yacht club it represents. At a regatta, the yacht shall be registered in the name of the owner of the yacht with the yacht club membership. He/she, or a member of the immediate family, shall skipper the yacht. The skipper shall decide all crew assignments.

Approval and Changes of the Cirripedia Cup Policy and Rules:

The East Coast Sailing Association is responsible for coordinating all matters relating to the Cup.

At least once a year, and not less than 30 days before the annual ECSA scheduling coordinating meeting, the Cirripedia Cup coordination representative shall contact the current fleet captain, or designee, for each participating organization and ascertain if there is any need to make changes to the Policy and Rules. If so indicated, he will convene a meeting of the participating organizations to resolve the changes suggested.

The Policies and Rules will be established and/or changed by a majority of the representatives of the participating organizations listed above.

This is the updated version of the The Cirripedia Cup Policies and Rules as agreed upon by all the participating yacht clubs in Brevard County.

Thank you to the various fleet captains and/or Cirripedia Cup representatives who have responded on behalf of their yacht clubs.

This is now the official policies and rules for the Cirripedia Cup until such time as further changes may be voted upon by the fleet representatives.
